The City Manager's Update is a regular news briefing that is provided to the citizens of Galt. The Update includes important City news, updates on key initiatives and projects, and how the City is delivering services and responding to any concerns from our community.

BI-WEEKLY REPORT - August 24, 2018

At the last City Council Meeting, the Police Department gave a presentation regarding the homeless. The City Council requested information regarding the outreach and collaboration with San Joaquin County. Attached is a memo prepared by the Police Department on their collaboration efforts. On August 14, Police Officer Little, the department’s newest K-9 Handler, began training alongside his K-9 partner, “Kane” at the Sacramento Regional Public Safety Training Center. Kane is a 15-month-old Czech Shepherd. During their first day of training, Officer Little and K-9 Kane have practiced obedience, agility, bite work and building searches. It has been an eventful first day for them both!

On August 7, the Galt Police Department experienced a system failure resulting in our RIMS data base server going down. After the system was brought back up, IT Staff worked to restore the data and discovered that not all servers had been properly backed-up, resulting in a loss of data from March 6, 2017 to the morning of August 7, 2018. The system drives that crashed were sent off to a forensic data recovery company and unfortunately, they were not able to recover any of the data on the drives. The Galt Police Department and City IT staff have been working diligently to recover as much data as possible from other sources and have been working with other agencies, including the Sacramento County District Attorney’s Office, to address the issues and limit any impact on pending cases. Some data has been restored and efforts are on-going to complete the data restoration. We do not anticipate this issue will have any impact on closed cases. In the next week or so we will hopefully have a good idea if we have recovered all of our reports. Current efforts have been focused on recovering the data and restoring the systems. Once that process is completed, we will focus on determining how this system failure occurred and ensuring that this problem will not occur again. In the meantime, IT staff have checked all City servers to ensure back-up programs are properly working.

The Galt Police Department will be setting up an information booth at all home football games for Liberty Ranch and Galt High School during the 2018 season. The department will be engaging parents and students and sharing information related to school safety, traffic safety and other pertinent topics.

On Monday, August 27, the Galt Police Department will be hosting Coffee with a Cop at Walmart, 10470 Twin Cities Road, from 9:00 am – 11:00 am. The public is invited to attend this event and take advantage of the opportunity to meet some of the officers who proudly serve the city.

The police department continues to engage local schools and is preparing to conduct Crime Prevention Through Environmental Design (CPTED) assessments of each campus during the next few months. The purpose of the CPTED assessment is to provide feedback to the schools regarding physical security.

River Oaks 3C- Marengo Road
Marengo Road was re-opened August 18 with two traffic lanes. Construction work is on-going on the west frontage improvements, water main installation and streetlights.

Trailridge Apartments Expansion
Utility work on North Lincoln Way will be starting soon. This will require traffic controls and lane closures.

South Galt Safe Route to School and Rehabilitation/Bicycle/Pedestrian Project
The contractor is finishing up striping and pavement legends on A Street, C Street, Lincoln Way, Elm Avenue, McFarland Street, and Oak Avenue.

Streets Division
Staff continues painting pavement markings citywide, including legends. This work will continue through the end of the month.

Two new part time temporary employees, Efren Gutierrez and Erik Velasquez, began work on Monday, August, 20. These new employees will supplement full time staff performing maintenance programs, such as crack sealing, water valve exercising, and sewer main cleaning and televising over the next several months.

The City of Galt received an allocation of funding from Supervisor Don Nottoli and Sacramento County for the development of a Citywide Wayfinding Signage Program to help promote economic develop and tourism in Galt with uniform directional signs citywide. The signs will allow visitors and residents in Galt to easily navigate destinations, landmarks and amenities within the city limits and surrounding County area, such as Old Town, the Galt Market, the Cosumnes River Preserve, sports complexes and other areas throughout the community. A program such as this provides a unique opportunity to promote a visitor and business-friendly environment and a unique, unified civic identity.

A professional design firm specializing in wayfinding signage programs will be assisting City staff with the branding and design of a wayfinding program for Galt. A committee, consisting of members from the Beautification Committee, Historic Preservation Committee and the Galt Chamber of Commerce, has been formed to assist City staff and the consultant to ensure the design and overall signage program resonates with the community and accurately reflects the City of Galt.

• Police Officer (Academy Attendee, Academy Graduate and Lateral Transfer) – This is a continuous recruitment until vacancies are filled.
• Associate/Sr. Planner – this is a continuous recruitment until filled.
• Finance Director – this is a continuous recruitment until filled.
• Lead Dispatcher – this is a continuous recruitment until filled.

Part Time and Temporary Positions:
• Parks Worker I – Janitorial Division – this is a continuous recruitment until filled.
• Recreation Worker II – ASES/SOARS – this is a continuous recruitment until filled.

Code Enforcement
An objective of the Strategic Plan is to have a more robust code enforcement program for commercial and residential. Attached is a memo providing a Code Enforcement update. The Code Enforcement Division of the Community Development Department has created and implemented a work plan prioritizing and addressing the daily concerns of the citizens. The Beautification Committee is hosting its next Community Clean Up Day on Saturday, August 25. Volunteers are needed! The group will meet at SMUD Park (corner of A Street and North Lincoln Way) at 9:00 am. The area of focus is A Street from Galt High School to Greer Elementary School. Lunch will be provided for all volunteers. Bring your family and friends, and help keep Galt looking good!

The Home of the Month award was presented to the homeowners of 242 Mallard Drive. Mini Stor-It at 460 Industrial Drive received the Business of the Month award.

In September and October the Galt Market is offering new and existing vendors an opportunity to rent a space for $10.00, on M Row only, for “Harvest Row.” Vendors for “Harvest Row” will be selling seasonal produce, fall décor, Halloween costumes and more.

The aquatic center is open weekdays for lap swim only and public swim on the weekends. Please contact Parks and Recreation at 209.366.7180 for specific days and times. The aquatic center will close for the season on Monday, September 3 (Labor Day).

Orientation for City Tots will be on Wednesday, August 29 and Thursday, August 30, 9:00 am – 10:00 am at Marengo Ranch Elementary School, Champions Classroom, 1000 Elk Hills Drive.

Trees at Greer Basin and the Sports Complex were trimmed along with three dead trees being removed from the complex.

An inspection at Canyon Creek Park discovered the small slide on the 2-5 year old playground was pulling away from the platform. Parts are no longer available for this playground equipment and for safety concerns, it was removed.
