Liz was born in Pocahontas, Arkansas to an air force mother and father. They moved around a lot and settled in Tacoma, Washington when she was five years old. She attended schools there and went away to Nevada, MO to a private Christian women’s college. When she returned she worked as the Secretary to the city attorney for the city of Lodi in 1984, was deputy city clerk for the City of Galt from 1987-1989, moved to the city manager’s office as Executive Assistant to the City Manager (1989-1996), then in 1996 was elected as the city clerk. In 2008, she received the distinguished Master Municipal Clerk certification from the International Institute of Municipal Clerks. In 2011, the California City Clerk's Association recognized Liz with an award of honor for Humanitarian of the year for the State of California.
Liz implemented the city’s digital records management program; implemented a community-wide “Shred-It Day” where the city brings in the Shred-It trucks and citizens can shred up to three boxes of documents free of charge; She coordinated a city-wide “Clean-Up Day” (free dump day) where the city brought in dumpsters for everything from trash to appliances and tires; in one week, coordinated a city-wide event to honor the gold medal winner where thousands of people turned out. She also took the city council and staff from paper agenda packets to paperless laptops for council meetings.
Through the City Clerk’s Association of California, past committees Liz has served on include:
1) Program Director for three years, Northern Division, City Clerk’s Association of California;2) Conference Coordinator for the 2002 annual conference in Sacramento;3) Coordinated the store for the annual conference in Bakersfield and as well as coordinated the store for the upcoming annual conference in Rohnert Park;4) Chaired the vault in Concord;5) Chaired the nominating committee for 2008.
Liz is currently a member of, or sits on the following boards:
1) The Board of Directors for Lodi Memorial Hospital;2) An Executive Board Member for the McFarland Ranch Restoration Project;3) Vice-President of the Galt Kiwanis Club;4) Galt High School Key Club Advisor/Liason;5) Member of the Galt Area Historical Society;6) Member of the Galt Friends of the Library;7) Member of the Galt Chamber of Commerce;8) Member of the Lodi Chapter of PEO (Philanthropic Educational Organization);9) Member of the National Notary Association10) Member of CCAC and IIMC.
